Kusari died very long time ago, Rheinland died this year and I am sure Liberty and Bretonia will die next year. Gallia? is it still exist?
The Liberty is immortal. It will have some players as long as there are newcommers coming to the server. But I can feel the lack of people as well.
I would like to have something like a raid per every evening. It was really cool to see you guys either invading Texy or facing our strike force. It was quite a long time ago since we had some situations like this one and it would be nice to see it again
Wars are a temporary solution and only serves to feed the "lobby" mentality where players simply wait to log on for a fight and nothing else.
The only way to get decent and constant activity is to make it ourselves rather than waiting for something to happen, give the waiting types a kick up the backside and get them on the server. Granted the storyline isn't helping much, the Saturday morning cartoon villian has invaded Magellen so why not make a traitorous section of the RM and try to take some resources back to the Fatherland? Why not hire some miners to steal ore from the companies while you stand guard or give smugglers contracts to take your black market arms into Bretonia?
The fun is still in there, you've just gotta get the ball rolling.

Getting people isn't too hard, keeping them interested is a different matter and highly dependent on the ID used.

Not a very clear answer, but regardless, I can't think of any way to be a kickstart by myself... It still would require a group of people to be some sort of kickstarters around ) That, or developing some interesting gameplay features, lack and removal of which is the reason I am unhappy with developement.
If you want to get the ball rolling on anything, start by making a post on the forums explaining what you'll be doing then start flying around doing it. Those who are interested will either find you, contact you or come into contact with you whilst playing. From there its trying to keep things fun but if the idea is good the fun usually comes by itself when others take notice or if you raise a little hell.
The best bit of advice I can give is keep your options open, don't lock yourself to one aspect like combat or trading, the more diversity the better.
