There's a difference between danger and tedious annoyance. When scan range is reduced to 2k upon entering Minor I don't think "Woah, this is really dangerous!" I think "Ugh, this system again". Zeta itself was always the 'calm before the storm' - the last stop before you descend straight into the deeper Nomad systems. It leaves an impact on the player and gives a pretty good transition into Iota. I'd say Minor is more of a reminder of humanity's arrogance and under-estimation of the Nomads (or it makes newer players think "wow, what happened here?" and encourages them to explore the lore of the system). Though I believe it would serve better as an optional backdrop rather than putting it straight into the face of the player. Above all Minor is about aesthetics, it does really have any other practical features/uses.
If the jump hole connections made the player travel through the exclusion Zone near Toledo that could be better. Right now it's not very thrilling that the paths between each jump hole in Minor just take you through a boring green nebula with an irritating reduced scanner range. If it took you through the ship graveyard and past Toledo/Isis it would be much more pleasant to traverse the system. But please, no buffer systems.
