yes, Luffy made the crew so he didint join it , Roronoa Zoro was first who joined after Luffy saved him from Marines, second one you can tell it was Nami but she didnt join the crew he telled Luffy she will just stay with them some time, after that Usopp joined and this will make him the second one, the third is Sanji after Luffy beat Don Krieg after this Nami stole the Boat and returned to her village and after Luffy saved the village Nami joined the crew.
