Given the heightened security measures undertaken in recent years, modular installations are presently under heavy scrutiny and are subject to termination with little in the way of warning in an attempt to better secure Malta's borders.
As it stands, an installation within proximity to the Omicron-80 jumphole or anywhere in the Northern Bermojo Cloud of Tau-37 is out of the question, with little in the way of allowances elsewhere in the system. Should we find that our will has been defied, there will be no mercy.
However, take this not as a statement that the Cross and Malta behind it are unwilling to negotiate. Provided your organization is willing to maintain your installation specifically where we order it be placed, allow Maltese-flagged vessels entry upon request without question, and are willing to submit to licensing fees for the privilege to retain a position so close to Maltese space: we offer not only security for your vessels, but for your installation as well, provided the Law of the Nation of Malta is observed and adhered to.

First, I would like to thank you for the quick respond to our transmission and your intention to negotiate with us, as we are also open for negotiation as well.
For now, we understand your point of view and we agree with you on all these points...
As for the location, anywhere between the Northern Bermojo Cloud and Omicron-80 Jumphole is good for us and for the security of the Station too.
As for the docking rights, we also agree that all Maltese-flagged vessels shall be granted docking rights at our Station, (Even un-flagged vessels) are welcome to dock at the Station, for sure after filling our application and submitting the required papers first.
As for the license fees, we also understand this well and we have no problem to transfer a payment to the Council for their approval on the construction request and issuing the license.
