I'm proposing splitting up rocket pods into three different types: the sustained DPS, the burst DPS, and the alpha strike. Reasoning for this is to give bombers more variety in playstyle and loadout choice, so that bomber gameplay doesn't just sit at "lob exclusively SNACs at capital ship until it dies" or "sit around being useless against gunboats because you brought Novas".
The burst DPS gap would be best filled by Hellfires, which have a large ammo pool and high fire rate. Currently, they perform well when you sit on a capital ship or transport and dump as many as you can before they get pissed off and start shooting you, so I think it fits the role well. Only thing I'd change here is ammo count, and that's just a slight increase.
For the sustained DPS option, we'd have a rocket with 3.03 refire and less or no dispersion. Damage would be higher to compensate for the decrease in refire rate and overall lower DPS, encouraging people to sit at slightly longer ranges in order to fully maximize their potential when compared to the BRRRT of Hellfires. More accurate, but you need to actually aim instead of spraying and praying.
For something that has a good "alpha strike", we'd have a slow-firing (SNAC refire), pinpoint-accurate unguided rocket that does high amounts of damage but only has 4 shots per launcher or some other small amount. Make it a weapon that is highly effective against small caps and snubs, but with little utility outside of that role. Damage should instakill a deshielded VHF or even a bomber with two hits, but to do that you have to score two simultaneous hits. This would allow Nova bombers to be less helpless against other snubs or small caps with a more effective anti-snub and gunboat tool than just bomber guns, but only if a pilot has good timing, aim, and movement skills.
EDIT: Forgot about EMP rocket pods. Those could be cool, too.
After much deliberation, I have updated the OP to make Hellfires the burst damage and a new type as the sustained damage. Reason is that Hellfires already do 30k DPS or something incredibly high, and that going lower would just be ridiculous.
