For signature making, its not required, but highly recommended to get CS4 Photoshop.

The first is a link to a free graphics program, and a pretty good one at that. The second one has some tutorials that you should be able to figure out after a few tries.

Agreed. Although less user-friendly and a bit less advanced, gimp is for free and is as powerful as photoshop.
EDIT: My sig is a gimp work.
