I'm tempted to ask.... were there just two base slots left over after all the updates and they just needed to be filled with something irrelevant because one can't delete base slots in the system or something?

You are asking very same questions I did. It´s really awkward when base of non-house faction suddenly appears in house space without single line of RP made about it before. Like I told to devs, I´m almost tempted to treat Reapers base in Koeln as illegal base construction, because that´s exactly what it is right now inRP, as neither government or police have ever been asked if they are fine with this (not to mention other factions which has influence in Koeln - ALG or Kruger). Nor was anyone informed at least ooRPly as far as I know. Simply surprise surprise, magic happened and suddenly there is new Reaper base. Unless this was done without knowledge of the faction itself (what would bring question why), it is definitely poorly executed by faction which is trying to become official.

Not to mention that this adding of faction bases for the sake of them having their own bases can hardly influence activity of said faction, since they could dock on several bases which already are in Koeln (as well as on any other lawful/corp base) in whole Rheinland. And same applies to Pool and Beretonia. It´s not the same situation like when you add for example unlawful base to some system where these unlawfuls could not dock anywhere.

EDIT: Just found this what makes addition of bases in Poole and Koeln even more weird.

Seems another case of faction plan schedule not being on the same step as dev implementation.
Sometimes patches take months to come by after the players on the field have already done and begged for the changes, sometimes the patch preempt a lot of role play that was expected to start in the future. Factions usually don't have any story to back it up when new stuff gets implemented, because they don't know " when" that was supposed to be inserted.
