Exactly this, When you have around 70-80 players playing a Mod with Quite a few Systems (Id honestly say around the same number of systems, Maybe even more), you're bound to run Into Inactive systems, Its something we really don't have much control over, and the Only solution I can think off is either a Big Promotion of the mod (Ads, Youtube, Whatever, Although I doubt the money is there to fund an Ad campaign, There is already people doing Discovery Youtube Videos (You know who you are), But more people wouldn't hurt honestly!) Or alternatively (IDK if this has been done yet, But it was planned anyways, or at least I heard about it) Including the Freelancer installation with the mod, That may attract people who don't even have the game, since the Mod requires you to have a copy of the game (or at least a crack!)

I think the first step is for the natives of rheinland , especially the official factions, to get more involved in game and reach out to others outside of rheinland. Then you will get interest.
