as you might have noticed, there has been some minor turmoil at Malta that we are handling at this moment. Our relationship, the one of you to Malta's leadership, was just starting to grow when this happened.
So I wanted to introduce myself. My name is Cristina Martelli and I am currently part of the National Council of Malta. A organisation formed by many of Malta's familias and other influential people.
The main reason for contacting you is of course not just to notify you of that only. The end of the war did not go unnoticed by anyone in Sirius and now that you are not fighting the libertonians that openly anymore we want to know how that changes our relations. What are your further plans now and do they change plans or affect us in any way?
Christ, this doesn't seem good. I apologize for my absence but something is taking up my time currently and I've barely had contact with the "Outside worlds" as of late. They lock me in a basement facility to work with something else right now. Then they drag me out to deal with a diplomatic issue that sounds like the Cross Council has literally fallen in on itself. As much as i'm happy i got this message out, I may not be able to reply quickly, I am currently occupied on other matters.
There is a sort of treaty between the Crimson Cross and the Büro der Marineintelligenz, but that is strictly between us. Yes the war between the Federal Republic of Rheinland and the Republic of Liberty has indeed come to an end to benefit both states but to an agency, a formal end to a war doesn't mean to cease operations to improve the security of, and benefit the state. This treaty known as the "Orange Passage" is still in effect as far as I'm aware and we hope to also maintain these negotiations as we continue to focus towards other organizations that pose a bigger threat than people may say of the Maltese Nation.
But I must confirm where you got this information on our treaty, because you obviously know of it quite well. while we've kept it quiet very effectively.

Good day Kommissaroberant,
to relieve you I first want to tell you how we know and why. We have many influential Maltese among us, including former Crimson Cross followers. But don't worry the knowledge about this "treaty" is only available to our council members.
Our wish is to continue the good relations between us and pick up where the Cross left. I am certain that we will both benefit of that. There is a problem that we both have and that problem is called "The Order". So far combat between our two groups has been kept to a minimum but they seem to push deeper into our territory and that is dangerous. I believe you don't want them to gain any ground either. I will share our scans and information about the situation with you since we picked up signals in Omicron Beta. That is way too far.
Maybe we can come to an agreement about continuing the treaty and working together to stop the Order from gaining more ground?
I apologize about the lateness of this returning communication, my palms have been busy with other work but I'd like to thank you for your assistance with the conflict within Omicron Xi, the corsairs have been pushing up to us on the Omicron, Omega and Sigma fronts so they're creeping in from all comers. I'd like to propose an extension upon the Orange Passage pact concerning these vermin and one you mentioned earlier:
§1 Involved parties of the pact are as listed and must abide by the agreement are:
§1.1 Büro der Marineintelligenz
§1.2 Crimson Cross
§1.3 National Council of Malta
§2 The purpose of this agreement is, to stop the sale of cardamine within Rheinland entirely, while Büro der Marineintelligenz will allow the Maltese organizations involved with the pact a safe passageway through Rheinland into Liberty space.
§3 Any Maltese organizations involved within the pact agree to stop the sale of cardamine within Rheinland space entirely and will also take measures to make such a sale in Rheinland unprofitable for other parties.
§4 The Büro der Marineintelligenz will guarantee pact signed Maltese convoys safe passageway through Rheinland space, by the following measures:
§4.1 The Büro der Marineintelligenz will not halt or engage any vessels flying under the divisions of any pact signed Maltese vessels transporting cardamine discreetly under the terms that they shall not halt their vessels / convoy in Rheinland space.
§5 The Büro der Marineintelligenz will allow Maltese vessels to discreetly carry an amount of 5 Units of cardamine for personal use within Rheinland space.
§6 The Büro der Marineintelligenz will treat Maltese personnel equally as foreign civilians within Rheinland sovereign space.
§7 Both the Büro der Marineintelligenz and Maltese personnel will abide by each other declared laws when visiting the territories deemed sovereign by the other party, with the exclusions stated within this agreed pact.
§8 Büro der Marineintelligenz and Maltese forces will assist each other against threats within the Omicron theater listed below:
§8.1 Corsair Empire
§8.2 The Order
§9 The Maltese Organizations and the Büro der Marineintelligenz are hereby obliged to keep ultimate secrecy & silence of any details of this pact to any external organisation.
§10 Any party within the pact can remove themselves from Section 1 at any time and void themselves completely from the Orange Passage Pact at any time.
Pretty much something that I'm aware that you could know about. Recently got some intelligence from Kruger about Hessian ships docking within Independent Miners Guild stations twice without problems. Obviously you're not on good terms with the IMG since I know personally you're currently in conflict in the Tau/Kusarian Front. The IMG makes some sort of excuse that their docking modules have been hacked for every instance this happens, so i recommend that you take precautions on these Hessian's since there's a suspicion of them working along side the IMG. Something seems off about it, just some advice.

the council has convened and we accept your treaty. As the Cross before us we deem it a great way to clear out centuries of misunderstanding and misconception.
I'm certain that joining forces against our enemies will certainly ensure that we can secure our borders and push them back. You're right in seeing the great threat that them crawling into both our houses poses.
In addition I believe that soon we will be able to offer more than just military support. As you probably know Malta is not only a place of soldiers and cardamine farmers. We have technology, resources and trained workforces.
I'm looking forward to more cooperation between our forces.
