Historically, the Outcasts and the various factions of the Liberty Rogues have achieved mutual friendships and alliances which have proven beneficial to both sides. As the National Council of Malta rises to take its place within the Outcasts, we are tasked with the mighty job of introducing ourselves to neighbors, allies and business partners.
So consider this a 'welcome to the neighborhood' message.
As you might imagine, we're eager to begin proving our legitimacy not only as a representative of the Outcast people and Malta, but also as your close comrades and conspirators in Liberty. We're entirely engaged by your organisation, and are awaiting your insightful and wonderful response.

I will be honest here, dont take this as offence, I have not really much informations of who your group are, and what you stand for. I have seen one or two of your pilots in Liberty, but that evening mayhem was brought over New York, so I had no chance to speak to one of them.
Nevertheless we are generally on a good stance to the people of Malta, even fight side by side with one of the groups from up north, so your message is much appreciated.
I dont really know If you're aware what our group is, so I'll give a short summary:
We are first and foremost a pirate group, specialized on getting supplies for sale and our own needs. Secondly we search for money, to buy what we cant rob.
We are not really politically interested, nor do we have any ideological preferences
I think that sums it up quite well. If you could explain what your group stands for I'd appreciate that. I like to know to whom I speak.
You seem to have a bigger interest in Liberty than the other political groups from Malta, with one or maybe two exemptions.
Since our paths might cross often due to this I want to state now already that we look forward to see and maybe even work with you.

Hola, Senor Flynt. Thank you for the hasty response.
The National Council is the consolidation of various noble families in Malta, coming together to make a unified Outcast force to defend our claims and interests, while also expanding our reach. Due to the inherently large nature of our work, our goals alter from region to region, system to system and house to house. At one time, we may be pushing a cardamine market here, securing an asteroid field there and all the while improving the infrastructure systems back home in Malta. But I doubt you'd find interest in that. I've never met a Rogue that was engaged by the stale world of politics.
Instead, let's talk piracy.
One of the things that both unifies and profits the Maltese people is raiding. All four corners of Sirius are game, but the heart of it lies in Liberty. Transports roam like free cattle and nearby defense forces tumble like leaves in the gentle wind. It's one disadvantage however, is its distance. Liberty lies across treacherous space and without a proper foothold in the region, we are setting ourselves up to fail. So we ask two things of you: 1) docking privileges to Rogue bases where applicable and 2) the Alcatraz Rogue Pack's blessing and cooperation in engaging in various acts of piracy within Liberty.

Your proposal certainly hit a nerve, we are no really big group till now and one or two guns more in our "excursions" are more than welcome.
The granting of docking rights to Rogue bases is not up to us, but the general stance to Maltese is a neutral, at times even a friendly one, so you should have little problems there.
Nevertheless we can take care that no unpleasentries happen to your people when you visit Alcatraz and in a certain extent even on other bases.
Added to that we can certainly find a nice deal for hangars for you if you're interested.
But forgive me that I dont trust you enought to give you acces to our own parts of the station for now. I have yet to see if our cooperation is fruitful, and trust is gained with time.
The freely accesible parts are open for your men and women at all times tho, You will most likely find a nice drink and one of us for a talk in the "Inn" should you have too much free time in Liberty.
You got our blessing for piracy in Liberty if you want to call it that, but, and that is important to know, we dont represent all or even the majority of Rogues. There are certain groups and packs that view everyone that is no Rogue hunting on their turf as danger, and discuss more often with guns than not.
But be sure we stand to our friends, so to say.

Apologies on the delay. Transmission speed from Liberty to Malta is at the best of times, poor.
Understandable distrust is to be expected, yet I am still surprised by this development. Maltese and Rogue relations have, in the past, been strong, with both sides achieving great feats against Liberty and all her profits.
But I suppose this is something we'll have to work on.
Alcatraz support on various other Rogue stations is appreciated, and should we ever find ourselves cornered or in another compromising position, we'll let you know. And we'll muster some people to stop by the Inn too, so prepare yourself with alcohol and wenches a plenty.
And while you may find your blessing small, irrelevant and not representative of the Rogue population, be sure it is something far greater than that. Your words plant the seeds that allow us, our organisations and the individuals affiliated with them, to become friends, allies and conspirators in our own best interests.
I've let our militia forces know that the Alcatraz Rogue Pack have welcomed us into Liberty. They will be more than happy to lend a hand, arm, leg, ship or weapon to the Rogues in order to strike a profit off of the Liberty House. This channel, for now, ought to remain open for further diplomatic moves as they occur.
