Request for Beginning Transmission Bar

Hello, artist that stumbles across this thread, I'm here to request the above mentioned item. This will be for my Blood Dragons Character, Kimura Hisano. This is the picture I would be using for her. You may change it to any resolution you need.

Simply for the beginning transmission bar that would go at the top of any of my transmissions, would include this text beside her:

As for the cost, the maximum I can afford right now is 288 million, which I will give to you after the creation of the bar, as to not get scammed.
