The attack declaration goes live after 24 hours, and it is valid for two weeks, from what I know. Two weeks is imho more than enough to wait out a little bit and strike when they are not expecting it. However, as I said, I'd prefer if the base attacks were more like a siege than a hurdur we have moar ships. Get the shield to be 100% reduction, but eat more fuel. That way, it would be a game of starvation. Block the transport, pop the shield periodically up, and when it runs out, destroy it fast. That way, imho, would the base sieges provoke more smaller encounters and fights, instead of one large brutalizer.
And would give a smaller groups than RHA a chance at destroing the base.
Though I still think RP should be involved and declaration present, because otherwise this would turn into huge PvP fest and soon, there would be no bases or very few of them.
