Hello.

I am contacting you today to give formal notification of the construction of a settlement in the Inverness system, it is a privateer base named Scrimshaw Cove, located in sector F1. I am aware that we should have contacted you prior to the beginning of construction, so you have my apologies for any inconvenience caused by my late notification.

However, during our stay in the system, it has been impossible to overlook the obvious lack of Bretonian patrols or ports. While we do not begrudge complying with the port operation regulations laid out in Chapter 5 of the Bretonian Charter of Interstellar Law, we would like to make a case for a review of the legal status of Inverness.

Our argument is that, despite the de jure soverignty of the Crown, the lack of official presence, and seemingly the will or spare manpower, to enforce Bretonian law leaves the system in a de facto state of independence. With this in mind, we request that Her Majesty's Government reviews its legal claim over the system, and in particular the pertinance of the fee currently laid out in Chapter 5.3 of the Bretonian Charter of Interstellar Law.

Regardless of your response and the outcome of any subsequent legal review, we agree to comply with the letter of the law laid out in the Bretonian Charter of Interstellar Law, the Governing Constitutional Document of the Realm and Empire of Bretonia, and the Letter of Marque granted to privateer captains.

Miss Jessica Thomas,

While we are not able to spare any official troops for backwater patrols in the far reaches of our space, we still hold our claim.
The system is monitored by the unofficial troops (privateers) of her Majesty.
Since the system lacks any noteable traffic the need for armed patrols is considered to be low.
If the situation changed and the claim was laid down the public would have beein informed.
