Recent influxes of Outcasts fleets into Manhattan have raised the profile of my organisation more than I'd like. Piracy has become more difficult as the local law looks for revenge against the forces that have perpetrated these attacks, unable to find Outcasts they find Rogues conducting a dishonest days work, and we have to leave our pitches and head for the hills. This is not conducive to our continued friendship. We move a lot of your cardi from our warehouses and all I seem to be getting for it recently is lip. I don't want my operations compromised because your damn folks won't control themselves, so I petition the Outcast Council of Dons to allow the Liberty Rogues to engage Outcast fleets or lone Outcasts causing us trouble without impairing our friendship.

I understand you must be rather how can I say it... irritated about our little Outcast compadre's but before we have more information on the matter, I am truly afraid we cannot give you the permission to open fire on these fools.
