No for a number of reasons.

1. New players should not be limited in basic server functionality. If we had 200/200, then probably, but not in the current situation.
2. Giving an unofficial factions an actual responsibility other than just server rules will mean that they will have to get some rights. Because rights are coming with responsibility and vice versa. I see a lot of potential collisions coming shall this be implemented.
3. Unofficial factions are having their purpose of being for some place to test their ideas and concepts. For the others it's just an ability to have fun with friends.

If that was stopped right away by apropriate sanction, or at least warning , newbie faction that was victim will now not be disbanded. However, since nobody want to protect newbie faction, that person decide to go all the way with everything it has until goal is reached.
Problem is not always in newbies.

Not all Factions ever aspire to be Official.

Some Factions never Post information Pages and therefore they never really come under the spotlight.

These ones tend to never really cause any issues, because they don't highlight themselves and actually ask for feedback.

For new joiners, it would be advantageous, to them, if they learnt a bit about the Game, Lore and Community, over at least 6 months or so, before they rushed headlong in to creating a Faction, that will be aspiring for Officialdom.

There again, you can learn from your mistakes and improve on the next attempt.

Sad to think about it because it's true, I already categorize some people as "those stupids that are in faction x", mainly because they keep to their newbie faction.

What we really need is our vets being mature and responsible enough to deal those ones with patience. In most cases we get some vet peeps simply trolling the unaware newbies, who (it's hard to believe [!] ) are doing their best by those attempts, which may look rushed in our eyes. What they need is a patient veteran who'll guide them through RP & formatting templates and so on. Learning some foreign language and improving your role-play abilities is something that takes time to achieve.

You (generally speaking) need to notice that most of those newbies might have problems with understanding what you just wrote, so they need patience and some additional care from more experienced part of the community, not some barricades.

Give them time, give them motivation and cooperation instead of ooRP & iRP hate + trolling and they will get better.

What's with this uncivilized behaviour towards newbies anyway? I do not see anything wrong with Newbies trying as much as they can to get their heads around Factions and stuff. And to be honest, all I see over newbie faction feedbacks is just cold shoulders and disappointments from most of the veterans in the community, whilist they are supposed to support and assist them. Everyone in this community has the right to potentially create their own faction(s), regardless from their position, lack of grammar skills and behavior.

I am not sure about the magnitude of the problem.
Maybe the creation of an unofficial faction should be validated by the community to ensure it fits with the lore?
Nevertheless I don't know how to do it in a fair and efficient way. The process should, of course, be lighter than for official factions.

The problem isn't the unofficial factions.. Or the new and likewise older players that make them. It's the players that start factions/groups but are only half interested, or not interested at all, in the lore of other, established, factions

This is what we do in the Foreign Legion we apsire gallic newbies to join our group which consists of a alot of experienced players and through on boarding in rp and pvp etiquette which teach noobies the basics required to thrive on this server. As yet its been a very popular way of helping new players jump straight onto the rp wagon the right way. They feel good also because they get to wear a uniform - [RN].

I think all factions should follow the same model. Elitism only helps to alienate new players and elitists shooting down nooby rp even if its bad is not helpful either.
