Where do i get the blueprints for core upgrades?

You have to put a core upgrade request to the admins and meet any requirements for the applied core upgrade (mostly roleplay backing the upgrade)

As @JorgeRyan mentioned already, you'll have to submit a request. You can do that via the Player Owned Bases Upgrade Requests section. Just fill out the form and submit.
