If I may speak and say this foremost before anything else is said. Arbi said Kemwer was to be added to the illegal goods list, however apparently he never got around to it. As far as it goes, Arbi and a few LPI say the cargo is illegal however I'm guessing since the law area is locked that it never got added. I asked him in the past when an LPI caught my Kemwer Order transport and Arbi told me that the cargo is indeed illegal and he'd add it soon, however as far as it goes it was sorted under the Black Market Munitions.
I just wanted to add my two cents here. InRP LPI, LSF and LN, all four official factions even, have treated Kemwer Munitions as illegal in Liberty, and Arbi promised me he'd add it to the Liberty laws as illegal but seeing this, I'm guessing he never got it.
