Due to increased clashes and gunnery activities in Sigma 13 we have noticed that many allied and neutral ships travel through Chugoku towards the action zone.
We demand that all allied and neutral ships use proper communication methods with Kyoto base. Fail to do that, you will be treated as a hostile spies. That means that you will be stopped with force and brought to Kyoto for detailed interrogation.
Any allied ship in a need for a re supply must also ask permission before approaching Kyoto base. The defensive patrol will then check your ID and issue a temporary clearance for harboring your ship. Our expert engineers will then handle your needs.
Chugoku is not a highway and parking area so keep your visits short.
Memeers of GC's, NovaPG and other Kusari allies in general are our brothers and sisters by blood and they are not subjects to this communication. That means our home is your home and we expect you to defend it accordingly as we will, when your homes will be threatened.

Your request to allied ships, can exclude all [GC], [Kiretsu] and independent BD and GC personell. They can dock on our basses and are welcome to dock and do any business they intended, without any annunciation. Why? Because GC gave us same rights on their basses, so honor bind us to do the same.
Your decision about neutral vessels entering Chugoku is already in state. All neutral vessels in Chugoku have to be approach with extreme caution, and light hostility, especially cargo ships that want to smuggle diamonds and Niobium through our home system. Inside Chugoku, all above mentioned traders are considered smugglers and have to be escorted to point from where they arrived in our system, or warned to return same way they entered. If they don't obey they are considered enemies, and have to be shot at sight!
Also, one point my friend, you don't have authority to bring such decisions without consultation with (NovaPG) high council. This decision will have impact on Dragons diplomacy stands so it would be wise of you to consult Dragons before you making such decisions. I hope that yours reckless decision will not make our allies angry or offended because it will be our dishonor, which we will consider you personally responsable.

However, due to recent events form certain subjects that have pretend to be members of Lane Hackers and Outcast organizations we were forced to increase the security check. Those particular subjects; and we are almost sure that they dont belong to any of organized allied factions; have recently showed a great mere of disrespect in our home. They have dishonored the Dragons name to that extent, that and we were forced to launch heavy units in order to give them a proper escort to a safe distance form our homes.
Launching heavy units costs a lot of resources and we want to save them for the war effort against corrupted Kusari government. Those irrational actions from certain subjects have also stolen precious time from our active units and have distracted them from regular duties.
We would be very much honored when our brothers and sisters by blood support us since we are short of resources and personnel.

While we appreciate your concern for our home in Chugoku, I have been less than impressed with your superiour attitude. I suggest you attempt to reign that in a little.
We already ensure (while we are available) that Chugoku is locked down. The Outcasts are not people we always welcome, and this has been the cause of contention on multiple occasions. Cardamine is a drug we dispise and only tolerate it due to the unfortunate situation our sisters in the GC have found themselves in. As to the Lane Hackers we have little contact with them anyway.
Rogues on the other hand we have a slightly different relationship with. they are to be allowed entry to Chugoku with NovaPG clearance only. They have a weapons deal with us for a limited number of our Dragonfly Missile turrets. This is a result of negotiations with Crime Boss Slypheed some time ago. We request, no, we demand, you honour it.
The NovaPG form the core of the Dragons at this time, and I suggest you give us the respect we have earned from years of service to the Dragon movement.

I simply wish to clarify a few points regarding the Consortium's activities in your sectors...
First off, \CS\ tagged vessels will assume command authority of NovaPG tagged vessels within Chugoku, and are under no circumstances to enter Tau-63 without both My and the NPG's express consent. However, we do respect your privacy and have the same problem with commerce traffic that you do. Currently, Consortium vessels are only authorised to pass through Chugoku while en-route to other destinations and not allowed to loiter.
THE EXEPTIONS are in situations where the sector is threatened, \CS\ tagged vessels, warships or otherwise, are obligated to defend as best as possible, waiving their own self-preservation. Chugoku is a vital strategic hardpoint, due to it's possessing Jump Holes to Honshu, Tohoku, Sigma-13, and Hokkaido. Currently, Consortium warships are not permitted to conduct commerce interdiction inside Chugoku, without the NovaPG's consent and request. Though airwatch units are permitted to assist if requested.
Finally, Consortium affiliated and controlled Merchant ships will be bringing supplies to Mito shipyards for the construction of several Consortium projects, as discussed here. All \CS\ and allied merchant ships are instructed to state their status as such. However, if any of them DO violate any sector protocols and My own instructions, destroy them without exemption.
We can replace our merchant ships or aquire new ones quite easily. We cannot risk dishonoring or harming our Diplomatic relations with the Dragons. After our protection mandate over the GC, our alliance with the Blood Dragons and NovaPG is the highest priority.
Taking into consideration about your demands we regretfully inform you that we decline your demands. We are very much aware about your deals with others and this doesnt concern us. If you would read my message in more detail, you could notice that we are concerned on certain individuals that do not act in the best interest of our allies.

You are but one tiny group within the wider dragon organisation of which the NovaPG are head. You will defer to our authority.
I don't think you have understood the situation. Your group is but recently formed, and the NovaPG have been defending the home of the Dragons for many a year now. We are widely recognised as the pre-eminant force in Dragon space and are formed of nothing but the finest servants of the rightful Shogunate. Where your group of rag-tag rebels brigands and theives sprung from I have little idea.
Not only this but you will not regularly attack Kusari forces with large vessels as I have seen you doing. For two very good reasons. As much as we would like to feild a full scale fleet and demolish the Imperial Naval Forces, we do not have the resources, and you are doing nothing but throwing our wealth down the drain. This is intolerable and will not be done. Furthermore, it raises the profile of the cause of the Dragons to the point where it may provoke the Naval Forces to put a stop to our operation once and for all. We are a rebel group, without the financial backing of a state. This is to be remembered.
The weapons deal with Crime Boss Slypheed of the Rogues (from the LR- faction only) -will- be honoured, like it or not, as this is a good source of income for ourselves.
There shall be -no- trade through Chugoku from the Diamond/Niobium run. That trade does nothing but support our enemies.
I don't think you understand that your voice is not needed with regards to issuing demands over Chugoku, not that your voice is one to be trusted given the history of your group. You have nearly caused diplomatic issues with the Junkers for us before, and have (inadvertantly perhaps) disrupted NovaPG operations which would have been far more sucessfully carried out by ourselves rather than your heavy-handed and high profile tactics. Not to mention the multiple occasions I have witnessed dirty and dishonourable fighting from your men, which brings shame to the Dragons as a whole.
Make your group worthy of respect before issuing demands above your station.
