Is it possible to implement forced neutral NPCs around Freeport No-Fire-Zones? Except Nomads ofc and one's in war with Zoners.

The idea came from an game-mechanic, where you take a NPC mission, and all the NPCs you encounter on your way are neutral in the time of the mission duration. So maybe if it isn't hardcoded, or is it possible to fish out somehow via HEX? Zoners would have an awesome feature?

The problem with current hostile NPCs is the players behind it, reporting the OORP NPCs who flip you over and annoy players in general, and if you shoot them, then inRP consequences of different players point others to stop shooting in NFZ.

So thoughts?
