You'd fly crappy third hand ships and have your crew steal weapons and command staff illegally sell equipment from it in the black market to a point in which the ship would just stop at some dock and never leave it because it just went beyond the point in which it had what it took to keep on going?

Don't get me wrong, there would be a wealth of RP potential in a brazilian fleet. No hint of PvP potential, though.;)
