There is no law and rule that a smart individual wont be able to circumvent. Dont think for a second, that all Outcasts are crazed drug addicts with no schooling what so ever. Some of us undersand a great deal about hierarchy, chain of command and social structures of states and houses. And because of that, you are the ones braking the rules. The only laws and rules humanity should ever respect.
It is called free will. Something you know nothing about. Well i was a teacher among the young Outcast children. Even they understand that having a central command issuing orders and rules is a bad idea that never works in the long run. Bad choices aside, let's be clear on the fact that the Rogues aren't 'poor', given their obvious ties to the Lane Hackers and propensity to loot and plunder anything that has engines and can haul cargo. The Maltese on the other hand are a complicated topic and are either agreeable individuals or raving lunatics. I personally have no disdain towards the Maltese and have opted to deal with them on an individual basis in the past, thereby handling the aforementioned lunatics with laser discharge but gracing the more sensible of their populace with common courtesy.
I also see you've opted to use an over-sized video feed, perhaps to cover the fact that everything you just uttered completely betrays the fact that you are, at your core, just another raving lunatic pointing at the Government and crying wolf, while committing felonies against our service pilots.
