Secretary McKay and whomever it may concern:

One of my agents was recently contacted by an individual representing the Ingenuus Research Group, an organization with which various Libertonian groups have worked with in the past, to greater or lesser extents. In the wake of the Confederation of Freeports' disbandment, they appear to be the closest replacement in the form of administrating these Zoner installations that dot our borders, and thus why I have taken the stance that cooperation is in our mutual best interest.

In particular, the IRG has approached the LSF with a request to be permitted through the Bering embargo, hoping to supply their former Freeport and support the civilian population aboard the installation. While this may operate in direct contrast to our stated objectives for the sector, I believe their intentions are not only just, but opportune for our national security. The IRG believes that building a rapport with the Freeport's denizens will help in their eventual reclamation of the installation, and that by doing so, they will reduce the need for Libertonian assets to be directly involved in the takeover. The IRG has also already agreed to supply the LSF and her sister elements in Naval Intelligence with whatever information they gather from hostile elements, including the movements and operations of Battlegroup Harmony and the Unioner movement, and the Security Force is of the opinion that this alone is worth more than whatever time or resources might be wasted by allowing this endeavor to take place.
