Please allow me to assure you of my respect to Vuestra Merced. Today I bring to your attention a matter commerce and development of Omicron Tau.

As you might have heard, mi familia y el Cardel de Cadiz (aka "Cuatroce") is currently investing a lot of financial resources in the development of Omicron Tau system. Our primary interest as of the moment is in diversification of trade of Malta by extending mining operations of Terre where our scouts suspect rich deposits of Uranium and other heavy metals to be, as well as simultaneously support the development of planetside settlements and plantations on Soledad. Our new facility that has been kindly permitted by Vuestra Merced, is getting bigger and contributing significantly to the aforementioned aims. Recently our Board of Directors has come to the conclusion that we possess enough capital to extend our development projects in Omicron Tau. To that end, we would like to address el estimado Consejo Nacional with the request of privileged colonisation and developments rights for Cadiz Cartel del Commercio de la Cardamina in Omicron Tau system.

Namely, we are interested in the following provisions on planets that are scarcely populated and, therefore, the lands do not legally belong to particular entity:

• 20.000.000 km2 of land on Albegna for building first planetside proper city to support the economy of the planet and add place for the sphere of commerce and services on the planet. The sheer amount of the land requested is necessary to build an extensive network of Titanium mines on the otherwise barren planet and link them using anti-grav bullet trains for efficient delivery of the goods to the aforementioned city that would also act as planet's spaceport. To support the settlement, "Cuatroce" is ready to build a large space port in the orbit of Albegan with space lift and necessary fortifications to protect the planet from possible incursions into the system of hostile vessels. Our scientists will also be eager t ostart experiments with developing local ecosystem in controlled conditions with a view to supply the inhabitants with locally grown food, as well as experiments on introducing Cardamine into a more developed ecosystem.
  
• 4.000.000 km2 of land in equatorial belt of Soledad. Soledad is up until now the only planet capable of supporting Cardamine growth aside from Malta. However, due to extreme magnetosphere, a large-scale colonisation is imposssible. We in Cartel have the finances to uptake the risk of trying without any hazards for Maltese economic well-being. We have a dedicated R&D department with bright minds ready for the challenge. The amount of the land requested is necessary building one big city under a dome that would protect the electronics inside from the corrosive effect of the magnetosphere. This one large urban agglomeration will be able to support the workers and equipment necessary to rapidly expand the plantations of Cardamine and, therefore, its percentage in the atmosphere and ecosystem, laying foundation for further colonisation efforts of Malta. Estremadura base that is currently in the orbit of Soledad, will serve as the space port, linked with the colony with the use of space lift and delivering there by means of later or dedicated shuttles heavy metals from Terre for the development of the colony as well as building refinement industry for the raw materials from Terre to diversify Maltese economy.
  
• Privileged research rights for San Remo. San Remo is barely surveyed yet that limited information we possess indicated it is capable of supporting life and colonies. It is a hot oceanic world with little land and therefore, we would ask only a small archipelago for planet-side research operations with a total square of 123.000 km2 in the Northern hemisphere. We do not yet know what to expect there but we are ready to take all the expenses on the scientific research that is to be made public for the population of Malta (except those deemed strategically important). As of now, nobody is studying San Remo and we are ready to step in. The requested privileged rights as we see them presume that whatever discovery we carry out there are by law to be considered intellectual property of "Cuatroce" and the explorer that is responsible for them and to be protected financially when shared with Maltese population.
  
• All the land acquired is to be protected and governed by the Laws of Malta.
  

As the aforementioned planets are scarcely populated (or uninhabited at all), I believe, no uproar shall be caused by our plea. If satisfied, there will be hundreds of millions square kilometres left for anyone left to take the challenge of colonisation and we will be eager to assist and cooperate with them. We also understand that such plea would require a lot of bureaucratic work and thus the Cartel is ready to finance and reimburse el estimado Consejo Nacional with the sum you are to specify.

I assure you that while our aspirations have commercial benefits behind them, they are also for the betterment of la Nacion overall and our children and grand children would thank us for the money we are ready to invest in the frontier of Omicron Tau.

Aha-! Good to speak with you again Senor Escudero. On matters of economic well being to the Maltese nation, I shall handle this communication. I wish to go over your requests one by one with you just so we can clarify details, yes?

Omicron Tau has been an area of potential resource exploitation for Malta for quite some time now. Our biggest concern would be the development of mining facilities planetside along Albegna, a more promising new settlement for Maltese people as we seek to enrich our own territories. It would be my recommendation that you start on Albegna first before moving onto Solodad just to ensure that efforts aren't too spread out, a Planet is a very large claim to a system and one is more than enough to voice our territorial rights to the rest of Sirius.

I'd highly suggest getting into contact with a few of our corporate 'friends' in Rheinland for equipment and machinery to assist in establishing mining operations planetside otherwise we'd find it quite difficult to do it without any sort of help. The Council have been eyeing the Titanium deposits but as you can see, we're more occupied with administrative matters and shipping rather than the actual extraction of raw materials. I'm very sure this can be an area of economic commerce that you can easily establish yourselves with.

Concerning the eco-system alterations, it would be my suggestion if you can find anyone within the Bretonian corporation of "Planetform Inc." to assist you with creating a more comfortable environment for a larger population as scientists are only the first step in transforming a planet to our desires and needs. This is more of a effort to be taken by Don's and Families willing to work together for a combined greater cause for the Maltese destiny, it wouldn't hurt to make a few friends and business contracts along the way.

Senor Escudero, I've always been one to expand our horizons on economic export and seen Malta as a Nation that is waiting to blossom its petals out to other houses that doesn't involve the matters of Cardamine. Times are changing, and soon we will need to look for other ways to reach out to expand our influence, this is the another step towards a golden age.

Before we continue, I hope my input on Albegna has been useful towards your efforts? If so, The council doesn't see any reason to stop your operations on its territories.
