If you don't want to raise ANY eyebrows anywhere, go civilian. Straight up.
It depends on what you want to investigate, really. I doubt Rogues would trust an Eagle with Flashpoints, since it looks corporate. Any idea of where you'll be and who you'll work for?

well my office will be in the new york system but ill be open to taking on all cases missing persons, stolen items, unfaithful lovers no case is to big no case is to small a gumshoe's gotta eat
In that case, you could use a Crow. The Crow looks quite disheveled, and would be trusted easier than the Eagle or Falcon. For weapons, Flashpoints might work, but Debs won't. Those are the mark of a professional, in my opinion, and would make it obvious that you're working for someone. Freelancer ID would work for it, quite well, I think.
Crow location...Is a good question...

If your going to be an investigator i suggest you choose a fairly unadvanced ship as your not really employed as muscle. Something like a standard house ship (Crusdader, Dragon, Wrath etc.) that then alows you to get a Civilian ID without breaking the rules.
I'd go with a 2 Wildfire, 4 Heavy Flashpoint, 1 Purple Goddess Turret loadout on a Crow for a PI. All of these are available on that base, IIRC.
I love that base.
An alternate suggestion, and the one I used when I was going to try it, is an Arrow. It looks a little more lawful, and a lot more "shiny" than the Crow, but since it's not nearly as combat-oriented, it isn't likely to raise many eyebrows.
