Foster Depot IFF Change Suggestion

Foster Depot in Laptev should have a Freelancer IFF and not a Junker IFF so Kusari Unlawfuls can use the station as well. Especially considering the infocard states its nothing more than a "Little more than a skeletal frame consisting of storage tanks and a mooring fixture" there wouldn't be anyone to deny use of the facility.

Considering UN has ZOI in Galileo through Laptev, Kusari Unlawfuls doesn't seem any bigger stretch.

There really is nothing preventing this change. Let FA and Hogosha be able to pour into Laptev too, without having Ames/Leiden as nearest docking point. Also this lets Xenos dock in Laptev too.
