Guten Tag, while I must thank you for your previous verbal and attempted financial support in the previous federal republic, it seems we're now in strange times that has our state facing a clear divide that now wars against the tyranny of both the Imperial regime and a mirror state of the communist inner circle. But right now, we face a crisis that is bigger than mere politics.
Logistics is what keeps people alive, happy and supplied with the essentials we need. But the loss of Wuppertal has not only injured the Imperials, but the entirety of the Rheinland sector. The core production facility of Thorium MOX is nothing short of a tragedy for the entire sector as it supplies almost every aspect of our civilian, military and industrial movements and without them, I'm sure a catastrophic time would be set in stone for an already tough period for our people.
I'm offering [ALG] to prove their worth, expertise and knowledge into producing the quality Thorium-MOX needed for our vessels and the chance to export to those who also require it. This is the first step in elevating our workforce and returning at least a regular life to some people. One of the recent facilities within the RUR capital system, named Sommerda, is a extensive refuelling and supply depot for the previous federal military and MND vessels that operated within the northern regions of Rheinland. Although since we can fully admit our fleet isn't as expansive as it once was under the Federal Republic, it means we can divert some of its space for other means.
The RUR would like to contract [ALG] into constructing a fuel production system onboard Sommerda in replacement to the lost Wuppertal, this is an immediate project that must be taken care of quickly. We're open to discussions.

Before I hand over to the Directorate of Research and Development for the discussion of technical matters, I hope I may say a few words.
As is obvious, the abandonment of Wuppertal and the effective dereliction of Dortmund have left us with a supply chain crisis, to put it mildly. Only so many personnel and facilities can be crammed within the protective walls of Wichter Station, and Sommerda would be a welcome and necessary replacement for our critical facilities; given your description, a role it is well suited for.
But, to come readily to the point: we find ourselves conflicted. As has been stated, and true to our word, ALG will work passionately for the establishment and triumph of the RUR. However, you must be aware that for several years now our own overarching intention has to been to set our horizons beyond this house altogether. We have become increasingly convinced that house space under any flag is not an ideal home for ALG.
The difficulty we find ourselves presented with is this: ALG is the only industrial concern pledged to the Federal side. There is a real danger of the Republic becoming dependent on ALG for all or most aspects of industry, and, conversely, ALG becoming financially and logistically reliant on the RUR. We cannot become so closely entwined as to be inseparable.
However, these details can be ironed out a later point. in the meantime, let us progress with all haste with work on Sommerda. R&D will be in contact shortly.
While we are dealing with an amount of issues planetside with our sudden influx of civilian population, its more important that we at least have a funnel of income to support said population. And standard taxation right now...? The government feels that isn't a good call without a commercial or industrial base to start off with to put pressure on individual citizens.
Thankfully several federal agencies are opening up their coffers with what they've escaped with and its nothing short of substantial, but this is nothing good for our long-term as we can't continue to support our citizens on a welfare system that doesn't see any source of continuous income from legitimate sources.
Now, personally... While I understand the risks of ALG becoming a dependent from the RUR but we have measures in place (One being major powers to the MND financial investigations department) But our largest risk is once again foreign investment. While we are receiving aid from Liberty, our risk is becoming so heavily indebted to them that we could see major repercussions and demands from them once we see a end to this conflict... A risk our Government are concerned with becoming a loop.
A much appreciated approach of this would be that while ALG are under contract for the construction of the facility, ownership and domestic supply administration would still be retained by the RUR government. We would further extend maintenance and export administration and handling contracts to the Company while also supplying a percentage of royalties to exports. This should at least recuperate some donations that you've generously supplied to us.

Diplomacy aside, our engineers have by now inspected the facilities on Sommerda and report that all is suitable for works to begin on outfitting a sector as an ALG waste processing facility.
Preparations for this include:
Environmental isolation of hull sections AZ-4 through 8 and reconfiguration as a Schedule 3 hazardous waste reprocessing facility
Training of dock workers to handle hazardous shipments to ALG regulations
Preparation of living quarters for ALG personnel
Allocation of a peak load of 482 MW from the station's powerplant, with increases to within 20% of this level to be coordinated with defence officials
As you are aware, the paramount objective here is to get MOX production up and running as quickly as possible. In the interests of this, we anticipate filling the significant majority of positions with ALG staff. "Elevating our workforce" as you put it, exists as a secondary objective, albeit one we appreciate the import of. There are many of our personnel displaced by the imperial brutes from their usual homes and workplaces on Dortmund and Wuppertal, and the priority will be allowing these people to return to doing what they do best. Once the fleet is fueled, this can of course be reevaluated.
