[FLhook] Hyperscanning bumping

Bug: When you are bumped by NPC, your /survey is disrupted

Considering that we have a lot of NPC constantly now, issue becomes more difficult. When you try to /survey somewhere, hostile NPC snubs bumping you makes it quite difficult. A little bump is enough to disrupt.

I'm asking to adjust parameters that you can be bumped, rotated, ship moved within 500m in any direction and hyper survey would be not disrupted
