Change to Sci Data Acquired Weapons

Staff have taken the decision to implement Sci data code name equipment into the game for purchase with credits, subject to implementation. Sci data itself will still be usable to request code names as normal. Cost to purchase may seem high, but relative to the current costs of the equipment it is a decrease in cost, and the ease of purchase will ideally open up the use of the equipment. Equipment is sold on New Haven, Conn.

In addition, sci data costs for weapons will be revised in line with the credit purchase amount, with the intention for sci data to be a cheaper option based on current sci data purchase price averages.

All changes are subject to balance and change.

Sell location has been changed from New Haven to the PoB "Special Equipment Dealership" (still in conn) to prevent players from corrupting their characters when entering New Haven by docking or using the /conn command. This also gives us greater control if we wish to offer discounts or changes. 1000 of each gun has been added as stock.

Please consider lowering the price of limited time Armor Upgrades to encourage reasonable moneysink rather than extraordinary 600M-900M per month. I feel like making it 400-600 (33% discount) be high enough but still reasonable so people get it.
