To whom it may concern, I am Max Cosmatopolis, Velvet Commander, Zoner and Outworlder Representative.

I was told by some of your vessels to contact you directly about diplomatic talks revolving around Rarotonga in Omicron Nu. I understand the gravity of the situation and I do truly want a peaceful diplomatic compromise with that station before any drastic action is taken. I do not represent the interests of Core, Order, Corsairs, Coalition or any of your enemies. What I do represent is neutrality and peace for the Outworlders, I know that Liberty has worked with Zoners before at Bethlehem and Freeport 14 so I believe that some sort of diplomatic agreement can come together between Liberty and Outworlders at Rarotonga.

I apologise for the sudden appearance of the station, but at the time of it's construction I assure you we had no idea of Liberty's presence or Liberty's territorial claim of Omicron Nu. I do understand that you have quite a strong claim and quite a strong presence in the system and we have respect of that. I hope that terms can be agreed between us and this communication is hopefully a first step in peaceful communication.

I do have the first item to request of you, I have a Q-ship cruiser Velvet|Opal that has not been assigned anywhere. I was told by members of the Liberty Navy that I require permission to operate this cruiser within Omicron Nu, I request that I be allowed to keep this cruiser only at Rarotonga Station for protection against the Nomads. I shall promise and agree not to venture beyond northing Echo and easting 4 unless assisting against a large Nomad presence. Velvet is a force that protects Zoner stations against Nomad threats and Omicron Nu is home to a lot of those Nomad threats.

That is only item I request at the time, but a personal opinion from me. I was raised on a Zoner Colony ship, I was told all my life that the houses never work with Zoners, and that is all. Now I am a Zoner, but I am now a Outworlder. Zoners have been trodden on through annexations of planets and Freeports being destroyed, but I've always maintained a open-viewpoint of any new diplomacy that may come across me. I hope you are not the Liberty that is rumoured, I hope that you are a Liberty that can understand our viewpoint and work together for peaceful ends.
