To the esteemed Seigneurs,


I am contacting you today to offer a report on potential projects to revitalize the economy of Gallia in its recovery from the turbulent times it has suffered in recent years. As you know, we are blessed with corporations with a vast range of ability and talent to fulfill the needs of the Gallic people and the Union. It would be prudent to lean on these corporations to to usher in a new era.


Critical Projects:

Vandoeuvres Reconstruction -

With the loss of this important facility from the Kusari invasion, the food situation in the former Duchy territories has left much to be desired. As reported by the Gallic News Service there is a potential crisis on the horizon due to the lack of food being able to reach Metz. Due to the loss of the station, and the damage dealt by Kusari, Nevers has been the port of call for most food imports from other parts of Gallia. This has had the unfortunate consequence of leaving Metz struggling.

My recommendation is that a critical priority be placed on the reconstruction of Vandoeuvres, or the expansion of an existing station to fulfill its role.

It maybe possible, and perhaps a better choice considering national security, to form a contract with EFL to expand Bourg-en-Bresse Space Port into a agricultural colony as a replacement for Vandoeuvres.

Sirius Trade -

The audacity of Kusari has lead to a great reduction in international trade, along with the Red Hessian menace blocking our trade to Cologne we now have a problem with our only routes to trade with Sirius being through the treacherous Hebrides cluster. And the options available with this avenue are less than promising.

The loss of La Charite Spaceport, Montigny Shipping Platform, trade access to Rheinland and Kusari. Have noticeably dented the activities of Gallic corporations in their efforts to exploit the Sirian Market, but more importantly it has resulted in the loss of jobs and reduction of investment into our corporations compared to the flush they had when trade relations were established.

My recommendation is that a replacement trading platform be established in Zurich or Cologne to facilitate trade between Gallia and Rheinland, and on top of that for military action to be used to ensure the safety of trade vessels in Cologne. This trade link being reestablished can ensure employment for all stages of logistics used in such ventures and allow the people of Gallia access to the Sirian Markets as well expand the Unions political influence into Rheinland.


Important Projects:

Fourchambault Shipyard -

The destruction of this shipyard is a massive blow to the military production capacity of Gallia. And as such, its reconstruction or alternative production facility should be a point of importance. Economically speaking, the number of jobs which can be created through the construction process, and even the reclamation process of the wreck is substantial for the population of war-torn Languedoc.

My recommendation would be a joint operation with EFL to expand Briancon Station with the necessary facilities to increase military production, with the intention of having the same or similar production capacity as Fourchambault once did.

Metz Mirror Array -

This project has suffered greatly due to the Kusari invasion, the disruption and damage caused by it has set the project back significantly.

The loss of Saint-Exupery Space Port is an important setback in the project, and its reconstruction along with the maintenance of the array should be considered and important long-term project for the viability of Metz.

My recommendation is that the restart of this project should happen sooner rather than later.


Excessive Debris -

With all that Gallia has endured in the past years, it is no surprise that the scars of our past are plain to see across the Union. From Lorraine to Languedoc our space is littered with potential salvage that poses a threat to the safety of our citizens in space, a potential economic incentive to the unlawful entities that plague the Union's systems, and lastly a boon for the average Gallic Citizen in the possibility of employment.

The sheer number of salvage scattered across the Union will take multiple years, maybe close to a decade, to fully reclaim. The time to fully clean up the Union could be cut significantly with investments into the salvage reclamation process. This would have the benefit of increasing employment, reducing the potential economic benefits for unlawful entities, increase the security of Union space and with the reprocessed materials aid in other reconstruction efforts.

My recommendation is that the Union should invest more into the reclamation business for the good of Gallia.

Border Fortresses -

I believe it should go without saying, but the integrity of the Gallic borders have been violated in the past few years to an extensive degree. Both Languedoc and Lorraine have been invaded by Kusari and incursions by pirates such as the Outcasts have caused numerous problems from our Sirian front. Additionally Rheinland losing control of Cologne is a point of worry, and there are some reports of unlawful entities entering Union territory through the Cologne-Zurich corridor.

My recommendation is for a series of border fortresses be built, three in total, across the Gallia corridors connecting to Sirius. The intention behind these stations is to provide not only security in our borders, but to reassure our own populace that incursions wont be tolerated and provide the stability needed to encourage economic development through trade.

The last time we spoke, you were the Président of the EFL.SPA. And now I meet you as a member of the Conseil d'Etat. Congratulations!

I have no doubt in regards to your potential surprise about the sender of this message. Since we once worked together for the salvaging of the Arles, one year ago, the Seigneurs thought it wise to contact me to serve as a representative of the Seigneurs.

Now let's focus on the matter. The Seigneurs are expecting a lot from this, so understand your communication has a great interest. You have pointed out the critical projects that need to be done.

Vandeouvres was a beautiful and peaceful colony despite the relentless attacks of the Maquis in Lorraine. The loss of the station does not help in the disastrous food situation on Metz, and the Seigneurs are currently trying to find a solution to this problem. The reconstruction of the station in the system is necessary, although, Lorraine has seen a rising tide of terrorist forces in the wake of the chaotic Gallic Reunification. Venissieux's airwing is constantly solicited to repel numerous strikes almost every day. Of course, we will manage to decrease this activity by the time, but construction in this system is at risk for the moment.

It is possible however to expand a current installation. Your choice of Bourg-en-Bresse Space Port seems very convenient and a logical alternative. In addition, the destruction of the Metz Mirror Array impacted the already pathetic production of food on the planet and I am afraid the terraforming might be greatly delayed because of this.

The Cologne Crisis and later the invasion by Kusari made Gallia for the very first time since the beginning of the Reconquest 10 years ago, more isolated than ever. And we paradoxically suffered from this. The loss of Kusari as our trading partner forces us to rely on our last asset: Rheinland. It is vital for Gallia to stable political, commercial and military relations with Rheinland, hence your proposal. It is likely that the resolution of the Cologne crisis is the aftermath of the Rheinland Civil war. Once again, the Seigneurs is establishing an operation for this matter.

The loss of Fourchambault inflicted a severe blow to our military production, and we have to compensate for its loss. I wonder if the reconstruction of the shipyard is wise when we have the now unused Issoudun Drydock in Orkney. This might explain why your proposal of expansion of Briançon with the objective to match the former production of Fourchambault is not required at the very moment. Nevertheless, an expansion of the station to increase its current production capabilities is a natural development goal.

It is absolutely shameful to see that Languedoc potentially has more debris than used to have Leeds or even New London during the war with Bretonia. This debris must disappear from our view, they are already a giant magnet for hostile elements in Gallia.

And finally, the Border Fortresses. I am sure you noticed the remarkable fortress that is Avallon and how it performed during the war against Kusari. I admit that Burgundy isn't a border system, oui...In Languedoc, Nîmes could fit this role perfectly, while near Cologne, we have to build a completely new station. But we are not a risk from...I believe that you and I do not want to consider this possibility.
