Owner's or organization's affiliation and a brief description of the owner's or the organization's activities:
Independent freelancer who explores Sirius, using his ship to scan and store info on locations throughout space. Will provide information to any system the Police or Navy wish to obtain. This installation will also contain scans of every other system in Sirius, useful for other freelance explorers. After having a chat with the 46th Navy vessel Retribution, it seems they are willing to have an installation to help them better protect and serve.

System and exact location for base (coordinates can be sent privately):
Very close to the Battleship Missouri intersection in the New York system.

Reason(s) for Construction:
Storage and security for coordinates created by the NX-01. These will be given freely to the Police and Navy.

Additional Notes, Comments, Questions or Requests:
None so far.

Not sure if your Body has influence over the systems bordering Liberty, I might need clarification on that. Considering the storm within Kepler has dissipated enough for ships to fly through with minor radiation damage, would it be possible to get a green light to setup an installation within the Kepler System?

I understand if you can't allow me to build in there. However using the station to conduct research on how Dark Matter storms influence jump drive travel could be a great help to my own enterprise.
