The general usage I'm familiar with, of the US variety, usually limits it to countries in the Americas. If it was related to Spain, it would be Spanish (or more specific, depending).
In any case, all the arguements about offense and such seem to be related to differences in language usage. As an example, I've been told anyway that refering to someone as "Oriental" is perfectly fine in many Commonwealth countries, whereas here in the US (or at least in my region) it has a negative connotation.
