So about what you told me, the cloaking device is prohibited within Kusari... I forgot to mention, but why it is like this?
Do you mind to explain the reason of it? As you guessed it, the liner is not like the others that you maybe saw during the past days. Indeed, the modifications made on it was to make it invisible on radar because the "New-Horizon" is a mobile laboratory. So I think, we both understand the reason of why the cloaking device is useful and installed on it hmm?
I hope so far you have managed to avoid any issues with law enforcement. According to Article 1 of Section 4 of Kusari Legal Codex, any stealth modules are considered contraband within the sovereign space of Kusari. I believe the law enforcement agencies are exempt from this limitation. Not being a legislator, I cannot give you clear reasoning for why such a prohibition stands. My guess is that unsanctioned stealth observation can lead to corporate and military espionage, as well as infringe the privacy of the subjects of Kusari. If you are interested in the real reason and not my guess, I suggest you contact the officials to request the interpretation of the said article.
As for your ship, Kusari promotes the freedom of scientific pursuit and inquisition. However, I must warn you that certain research topics remain off-limits, at least without a prior permit. For example, the research of tissues of alien origin within Kusari without the permission of the authorities might get you into trouble. You should also stay clear of Tohoku system which is restricted for safety reasons. But do not be discouraged by such limitations - I am sure most of your scientific endeavours can be legally carried out in the space of the Empire. As a person who recently led an expedition into a new system, I know that research pays off and commend people who make efforts in this direction. If you need any contacts with the local academia, I might know a few scientists on Honshu.
Sender:Anna Aurelia Recipient:Shimamori Masahito Subject:No need any contacts for now Hello,
Permit eh? That must cost an arm like all the modification I brought to the ship... If you see me again, I think you should consider me as a contreband then. Even if I am not.
To tell the truth, I am more focalised on technology developement. Such as: Weapons, New kind of engine and I pass. However, I am a bit curious about the system you discovered. What happened? Did you meet aliens? Did you find unknown structures?
I want to know... If your exploration within that system was entertaining, maybe can you make me a visit to it?
I would suggest simply not to run operations in Kusari with the equipment considered contraband. My clan assists in upholding the public order but by no means enforces the law on the regular basis. This does mean, however, that we would encourage the violation of the standing laws especially when there is a valid reason for those laws. If you are so keen on keeping the equipment installed, I would recommend either getting the permit or using smaller ships to access Kusari while the mother ship remains outside the jurisdiction of Kusari. As the last resort, you can come without the batteries for the stealth module which will be a sign to the police you are not going to use it. Perhaps, it will discourage them from misinterpreting the situation.
As for the system - no, we have not encountered any aliens or humans. The system was pristine, possibly never visited by a piloted expedition. This said, there were no traces of artefacts of either human or another origin. We called it "Chubu" and claimed for the Reformed Empire of Kusari. One planet was deemed habitable and we established a foothold on it with a small semi-permanent settlement. The imperial government has been duly informed about the developments. My clan is currently responsible for supplying and protecting the system until the navy and the police organise their operations there. While the exploration was guided by curiosity the further development will be directed in line with the socioeconomic and political needs of the Empire. I presume for you as a scientist showing interest in traces of non-human civilisations this system would be "bland". Still, if you decide to visit it - we can organise a short trip. Mind, however, that the system being declared a part of the patrimony of the Empire of Kusari, the limitation regarding the use of stealth technology stands. At least during the trip through Honshu from where we normally access Chubu. Therefore, I would firstly suggest resolving the issue with the restricted technologies if you intend to travel using the ship I had the pleasure of seeing in Tottori.
