Ergo is being due to a report posted on April 08 for:

6.21 Attacking without an engagement notice is not allowed. All attacks must be preceded with some form of RP, regardless of NPC faction diplomacy.

6.24 Sanctions for violating ID rules and RP engagement rules are: credit/equipment fine, placing inside the prison system, ban for up to 30 days. Player may be warned for using inappropriate ID for a short period of time, and sanctions will not apply if the ID status will be fixed as soon as possible by the player him/herself.

Sanction notes:

Opening fire two seconds before an engagement notice that is subpar... Watch your fire next time and give your line of dialogue.
