It's been quite some time since we last spoke. I believe we haven't seen each other since the rise and fall of the Enclave. Back then, I was a Contre-amiral, but now, I am a much further up the ladder. And still you continue your fight against the corrupt government in Liberty.
In case it wasn't obvious, or you haven't been keeping up with the news... The Enclave is gone. It has fallen alongside the Confederacy and its states. Now, a new government has taken the opportunity to rise from the ashes; the Gallic Union. For the first time in a while, Gallia now acts as a united house, in the form of a martial meritocracy. Your merit is dictated by your performance in the battlefield.
Perhaps the example we have set, the success we have had... it might be of interest to you in some way, over there in Vespucci. Perhaps it could help you to see how we have done things.
However, I did not contact you simply to talk about our uprise. This is about your role to play in our cold war with Liberty. The war never officially saw an end, and it seems to me that the politicians in the government over there have completely forgotten about it. I have a proposition for you, one that will leave them blindsided. On behalf of our new union, I propose a new cooperative relation between the Gallic Union and the Liberty Insurgency. Your people will be offered a trade agreement with our nation, and your status as a trespassing organization will be revoked. So. What do you think?
I must admit it is a surprise to hear of these developments. I can attest, being locked in engagements for some time has left us in the dark of foreign affairs, but I'm pleased you are doing well. The development of Liberty not officially signing an end to the war is rather surprising with all of their claims to victory. This failure on the Republic's bureaucracy certainly plays into our favor. Cooperation would be much appreciated and I look forward to renewing our cooperating relationship with Gallia.
Predictably, our former allies and kneeled to their masters and opened hostilities against us in their bid to isolate us from any outside powers. Ofcourse this has not weakened us as anyone could have, and did, anticipate this move. I do wish to inquire, with the reformation of the Gallic Government into the Union, what relations do you hold with the Crayterian Republic? Recent turmoil has left us in an unsettled position and if hostilities exist between the Republic and Union, it could post a problem for trade to reach and return from Gallic borders as Rheinland had revoked our trade rights following the end of their civil war and the disbandment of the Federal government and reformation, like as a result of us having sided with our allies in the Federal forces when the civil war began.
I look forward to our cooperation toward our mutual goal of dismantling the Republic.

The Republic and the Union entered into a public agreement, named Open Rivers Agreement, beginning a new page of peace between the Gallic and Cryterian states, thereby uniting our forces against the common enemy of all mankind - the Outcasts.
It is roughly the same proposal we make to you: to conclude an agreement with Gallia, public or secret - it's up to you, but in exchange for trade preferences and a certain support for your revolution against the parasitic state of Liberty, to declare the Outcasts an enemy of the Insurgents and in every way assist in the suppression of their activities, the spread of dangerous drugs, slavery and other attributes of their primitive barbaric society.
If you are interested in making an agreement and starting a mutually beneficial relationship, a representative of Gallia will contact you after you agree.
We have no issue making agreements with the Gallic Union to cooperate against the Outcast scourge that tries to hide in the shadows of the sector. Their forces, whichever one had power at the time, had sent us a declaration of war so we have no problem assuring you of our intentions to eliminate the Outcasts. The reason we wished to inquire of your relations with the Crayterians is we seek to establish our own friendly relations with them, something that would greatly aid our ability to maintain a stable trade connection to Gallia.
I'm pleased to add the Insurgency into the number of states willing to stand against the drug lords and slavers of Malta and aid in bringing an end to their influence, and hopefully, their existence entirely. If there is anything else you require, Maréchal, do ask.
