The only time characters must be in same faction is if it carries a Tag exmp: "46th is Liberty Navy faction there wont be a 46th ship with Freelancer ID".
I recommend you make more characters on one account and spread them around for comfort
Then watch player list, and just log wherever you see a trader in that system and seemlessly swap characters to catch him.

IDs/Factions
I suggest you go with local factions, you are looking for "can engage in piracy" or "can demand cargo" in case of Frigates at least
just scroll through these and take your pick
Non generic Ids have better ships and are just more fun to play in general, you are way more likely to get friends too.
Getting traders
Park infront of a gate after you watched a player on player list in the system he is likely going to
e..g. Someone is in Picardy, came from Ille-De France chances are he will be going to Zurich so that's where I'll swap my ship to.
You can either wait at jump gates or at tradelanes. Make sure to Shoot tradelane when you see him on your radar quicklyif you do it too soon he can pass through, game glitch
Actual piracy
I recommend you pirate for Sport - there are way better faster and more reliable way of making money.
Your goal is that you have a good time, but ideally the trader does too, so he doesn't just avoid you next time - player list works both ways.
Examples
- We made GMS smoke weed, put on hypnotainment band while reading propaganda we gave them on Maquis to brainwash them
- We make BMF Call the Bretonian Queen a *Expletive* or make them say all gold belongs to Dublin
- Give trader 3 options. 1) Money - e.g. 7 million 2) They tell us a joke/poem/song etc. 3) They die. That way he can interact or just send money.
- legend says some pirates made a trader attend a roleplayed wedding
- In a frigate shoot down NPCs, take their cargo and "sell" it to traders, or change it for part of their ore. Obviously you will imply you shoot them if they don't take your 2k units of food rations for their 2k of cool ore
- In general the more the target interacts and plays along the less you should demand and vice versa. If someone is funny tells you stories and spends 30 minutes with you, asking for 100k should reward that effort. If he calls you a fat cunt and stops talking + starts flying away or obviously just stalls so help arrives just ask for 10 million.
Whatever you do, do NOT pirate in front of lawful bases (especially military/police installations). Veteran traders will just laugh at you and then dock/change ships and wait for you to leave the system. Pop a trade lane, do it at a jump gate, or somewhere else. The best ones I've seen involve more than 1 pirate and the use of cloaks. Be creative, but do the first thing and you will just be laughed at or played a game of spawn tag.

Rheinland Frigate will be the strongest likely. I use the Gallic one because, well, I fly there the most :]
Raba is sexy as hell too.
Frigate - Bomber fight is also very exciting/close
For extra oomph use Cloak MKIII, but buy batteries, when you catch someone Dump as many batteries as you want to take cargo
