Arbiter Bishop sat in his chair, if you can call such device a chair.
Unlike normal seats, this one was designed to support his cybernetic mass for longer periods of time. It even had rigging systems to support various limbs like his legs, which he would often shut down entirely while sat.
It could even move around within the confines of his office, though he didn't move about much. More swiveling in it, either to gaze out the window or to add dramatic effect for whoever was about to enter.

On this particular occasion, he sensed Congressman Salvager heading down the corridor toward his office and turned a three-quarter left, so as to be not entirely obscured from the doorway.
There was a tap a door.
"Enter!"
The door slid open and Salvager squeezed between the two bodyguards who had barely moved, making the entrance somewhat narrower. He gave one a glare as he passed, then straightened up before the Arbiter.

"Ah, Sal. You said you had something to report to me in person. What have you found in New London then?"
"Well Sir, more to the point, it's who I found."
He handed the Arbiter a collection of guncam images, depicting a Lane Hacker gunship.
"What's so special about this?" said Bishop, hiding the fact his eyes had already zoomed on every detail.
"See the markings?" said Sal, knowing the answer. "Also, the pilot."
He put another set of images on the table, these ones from the comm system. The first images show a shady figure in a cloak, then an image of the figure revealing a cybernetic arm, another, a cybernetic leg, and face.
"Hmm" Said Bishop, looking deeply into the images. "So, what did he want?"
"Oh... supplies, parts..."
"And?" said Bishop, looking up at Sal. Sal looked reluctant to divulge
"...And a frigate."
There was a moment of silence. Bishop stared Sal in the eyes. finally saying;
"So, you going to give him yours then?"
"Mine? No Sir..."
"Then what do you suggest?"
"Well Sir, we could construct a new vessel as big as a frigate..."
"For what?" Bishop cut him off "a ship that size is a huge drain on resources, you know that. What will we get in return?"
"Research."
There was another pause. It seemed like Bishop was assessing Sal's response to figure if he was serious.
"Research? What kind?"
