I myself personally visited Planet Harris on a day when our troops were being reviewed. It was impressive, and I have imprinted in my mind the military beauty of her majesty.
KoI has a definite idea as to probabilities in the event of some amendments which, if they were to arise, enshrined as laws in the Kingdom of Bretonia, which we think is now advantageous, could easily collapse.
Kusari, in a partnership, managed to formulate a treaty of economic cooperation around Harris, while Bretonia grows stronger every day, as it is seen to be happening.
As is well known, the Bretonian authorities on the planet are in small numbers, we have freedom of action to maintain order and take care of what is necessary for the well-being of all.
What would happen if this number of Bretonian authorities were increased considerably? Wouldn't we have to reduce our contingent? would that result in harm? Bad reputation? Extract error?
For us there are some unknowns and one of them is this: in the case exposed above, would we have to return home without the due burden that we seek when entering into this cooperation treaty or is there something that does not fit there for us due to our not knowing political and governmental nuances?

Both as Genrō of our Imperial Majesty and the person who had the utmost honor and pleasure to represent the Empire during the treaty negotiations, I am happy to clarify the situation for the Office.
As it stands, the presence of our troops serves the sole purpose of securing Keiretsu investment against potential sabotage by third parties. Naturally, the Office has a broader scale of operations on Planet Harris and I am confident that your agents are capable of carrying out their tasks camoflagued as Keiretsu security assets.
Both our troops presence and your operations will be in no way impacted by a potential spike of Bretonian authority presence - a most unlikely scenario for the coming years as it became apparent that Bretonia approached us over an actual lack of monetary and manpower to control and build up the Planet on their own in the first place. The planned full-scale dependency of Planet Harris' economy on the Keiretsu, in addition with a - in size swiftly adjustable - permanent troop presence will secure our interests on the Planet for as long as the Kingdom will require to recover its strength. However, I must stress that it is unlikely that either side will aim for conflict once again, not with the Gallics to be kept out of the sector. This mutual consens will assist us in maintaining the new status quo of beneficial partnership, at least within the scope of Tau-31.
