Kon'nichiwa, to the esteemed Kusari Empire and the Naval forces who protect our nation along with ourselves.
I have communicated with the 46th Fleet of Liberty, regarding a possible overcrowding situation within the Fuchu prison facility. This situation is being monitored as I speak and so far there has not been any signs of severe overcrowding, but our official prison transfer ship has been making alot more regular trips than normal. Monitoring the situation will be our priority and also supporting the guards that are working hard to keep things running stable.
I am requesting official permission to exchange prisoners who should be tried by court in Liberty and also to exchange prisoners from Liberty, which need to be tried here. This could help both of our houses to control the prisoner situation and make relations between our house more stable and hopefully more trusting.
In the long run it may also mean establishing better relations between our relevant Naval forces and law enforcement.
I will wait for your official permission to initiate this program, and I do hope this can be implemented soon.

Zenga Tanigaki, State Secretary of the Criminal Affairs Bureau, a sub-branch of the Ministry of Justice. The matter described by yourself falls under its jurisdicition. The Criminal Affairs Bureau, in concert with the decisions made by the Ministry, expresses support for your proposal within some limitations.
The Ministry is in favor of the deportation of common criminals of Libertorian nationality back to house Liberty only once their value, be it strategic or as workforce, has been assessed and deemed not worth the trouble of potentially overcrowding Fuchu's capabilities. Additionally, deportations back to house Liberty shall only occur when 90% of capabilities are already occupied. Beyond this, the Ministry sees no issue in greenlighting your endeavor.
We will curiously observe your negotiations with this sub-fleet of the Liberty Navy.

I am pleased that the Bureau has accepted our proposal and may I just point out that our Prison Liner |KSP|Keimusho-Raina has been actively transferring prisoners from Kyushu Planet to Fuchu this very afternoon and successfully had 700 Criminals processed.
I wil gladly keep the Bureau informed of any plans to transfer these prisoners and criminals once we have established how many can be transferred safely and securely with every trip. The Keimusho-Raina has several extra secure cells on board that are also monitored continuously, and will do so for the whole of the transfer trips.
I am also waiting to hear from the Liberty Fleet and will inform the Bureau of each mission as it happens and which vessels are used and what Liberty assets take part in the transfers.
