The Core is the guard faction, as the capital ships are solely used by it (game play). In RP, they are the elite section of the Guild. Guard, elite, seems similar enough to me. What would a bounty hunter guard do (if there was a BHGG)? Sit in Omega 56 and guard it all day?
Guard tags seem pointless to me, I prefer using the normal faction tag as there's no visual difference.

The bulk of them exist purely as a way to justify a one-stop equipment shop and a way to limit capital ships, nothing more. Only a few individuals add any RP to them at all, with the exception of the BHG Core. Past that it's an NPC faction that's more hostile than normal with overpowered equipment and ridiculously well-armored fighters, nothing else.
But while I agree with Unselie here, from what I've heard, a typical rule of Freelancer modding is that adding things is far easier than removing them if you don't want player wipes involved...
I also think there's plenty of room to develop something special for Guard factions that consists of more than "we're better pilots than you" (or, out of character, "we spent more time setting up than you"), but there's absolutely nothing in-game to go by for the vast majority of them.
As it is, they're an annoying metagame entity and a missed RP opportunity, nothing more.
I agree with Thexare. It's a missed opportunity to develop the guard factions into a different roleplay entity - I think we the community should gather ideas and submit them for Igiss to review.

I do like this idea. Right now, most of them are just sort of there. It seems there is a lot of potential here. I'm kind of having trouble thinking up ideas (a nap beckons), but for, say, the Gaians, it could help differentiate between pirating Gaians and the traditionalist Gaians.
Having them better represented elsewhere makes some sense to me, too. For instance, Dabadoru or whatnot is supposed to be a station used by the BH Core, right? Changed the IFF to read Core-, first of all, and then make the station tagged that. You know, just as a random thought.
In any case, furthering the Guard idea would be a great thing.
