Representatives of the Rheinland Government,

I'm sending this message to inform you that our contract for the purchase and acquisition of Miningfactory Neuss has been signed, and we've begun the process of asset transfer into NHI ownership.

As we're about to officially operate in Rheinland space, I intend to be perfectly open with you about our goals and intentions.
Here's an outline of our plans for the base:
  1. Miningfactory Neuss will continue to function in part as a storage facility for Aluminum Ore. We intend to employ Rheinland domestic corporations for the purpose of mining, as we do not intend to break any house laws.
  2. The base will also be used to manufacture ship modules for NHI, intended for the use of employees and sale of excess stock.
  3. The IFF will be updated to "Freelancer", with the intention of fitting the NHI neutral-to-all transponder and being open for all visitors.
  4. We intend to try and move the base into a more convenient location within Frankfurt to enable easier access for miners and haulers, as well as potential customers. The precise location will be determined later on.
  5. Optionally, we might rename the base, if the original owners would prefer not to keep the name as it is.

In addition to the above, there are a few more important topics I'd like to discuss here:
  • Transfer of Company Assets: MFN currently owns transports and trains manufactured by Rheinland for their commercial fleet. Bein a Daumann Enterprise, I would assume they have been in part sponsored by the government and can't be easily transferred to the hands of a private company. I'd like to know whether it's possible for NHI to receive full ownership of those transports.
  • Licensing and Paperwork: As per the official article, I understand that there's some paperwork that needs to be done when registering a new base. Since we're buying an existing base, do we need to re-register it at the office? I'd also like to know more about the payment cycle for MFN, so that we won't miss the quarterly fee, and what's the official protocol for informing of a name change if we decide to do so.

Please let me know whether our plans align with the government regime. We'd be happy to work together with you and align our plans and expectations.

The Ministry of the Interior and the Ministry of Economic Development have reviewed your communication with great attention. While we respect the decision of Herr Helmut Schmid, previous owner of Miningfactory Neuss, to have sold his modular base, your message raised some concerns, which we will address here.

- Concerns from a security perspective

As per our laws, section §7.4, no modular base should grant access to their docking bays to criminals, or people that are hostile to Rheinland. Thus, we have a problem with your willingness to change the IFF of the base to "Freelancer."

Although it would be neutral to Rheinland authorities, it would also be the case for every Rheinland criminals or ennemies, which is unacceptable. Any change of the modular base's IFF to "Freelancer" would be considered a violation of Rheinland Laws, and proper actions would be taken against the station.

- Concerns from an economic perspective

As per our laws, section §7.9.4, only Rheinland corporations have the right to build manufacturing modules, and sell products that were manufactured on the modular station.

New Horizon Industries is not a Rheinland corporation. Thus, you are not allowed to sell such products, nor have the capacity to produce them.
You are hereby invited to dismantle any manufacturing modules on Miningfactory Neuss. Of course, because you bought the base, we will leave you a week to do so, starting at the date of this communication, but if the modules have not been dismantled within the week (7/26/830), your base will be classified as illegal, and proper actions will be taken against it.

As for the other points you mentioned in your communication.

- Regarding the transports docked on the station:
As long as the paperwork is properly handled, and that your company abide by Rheinland Laws, you may use them as you see fit, within the scope determined by the law.

- Regarding the licencing and quarterly fees:
Your company will have to apply for a registration just like every citizen or investor, and pay the licencing fees.

allow me to introduce myself to you:
My name is Rene Laurent and I am the Chief Operations Officer for New Horizon Industries.
I largely manage and am responsible for all of NHI's bases.
My boss, Mr. Trebitti has asked me to take care of the newly acquired base, Minigfactory Neuss, in the Frankfurt system and to handle all the formalities with the Rhineland government, as he is very busy himself.

Let's address the safety concerns first:

Since we are a freelance company, we naturally grant everyone access to our bases.

However, in order to prevent criminals or people hostile to the Rhineland from having access to our docking bays, I have found the following two solutions:
We will NOT change the base to Freelancer but will keep the current IFF which automatically denies the above persons access to our base.
Of course, this is only possible with your declaration of consent, which goes without saying.
The alternative would be, we change the base to freelancer, we will then instruct our docking manager to revoke the docking permission for all factions, but we need all the necessary information on your part to make this possible.

The first proposed solution would involve less paperwork for both sides, and by not changing the IFF, we would have no advantage, actually only a disadvantage, but we are doing our best to comply with the Rhineland laws.

Now we come to the last consideration, economy:

We know that only Rhineland companies have the right to manufacture production modules.
Yes, we are not a Rhineland group, but to say that we do not have the capacity to manufacture the modules in question is, to put it mildly, very impertinent of them towards us.
We are successfully running a complex in the Magellan system that produces manufacturing modules, productivity could even be increased if we had better access to the materials needed.
Therefore, our attention fell on the Miningfactory Neuss in the Frankfurt system.
The materials for crafting jumpdrives are located nearby in the Frankfurt system and would greatly increase our productivity.
Furthermore, the economy in the Rhineland area would be improved by this factory, since enormous amounts of materials are required.

We would like to apply for a license from them as a non-Rhineland company to be allowed to manufacture manufacturing modules. We are also willing to equip the Rhineland fleet with said modules.
Our customers are extremely satisfied with the quality and our prices.
Furthermore, the Rhenish companies would also increase their profits through our base, since we do not have permission to mine aluminum ore.
Therefore we are dependent on the help of the said companies to fill our base.

I would also like to thank you for allowing me to use the MFN transporters.

If they do not license us to manufacture modules, we would very much like to be informed in a timely manner, as we will then move the base to a system that is not subject to the Rhineland government.
This requires proper preparations and we will not be able to keep them until the deadline they have given us to dismantle the factory in case we don't get the license.

As regards to the safety concerns:

There are no solutions available to your company: either comply to what was said before, which is, not changing the current IFF; or face the consequences of any actions undertaken against that order.

As regards to the economic concerns:

We will not be commenting over your point about your base in Magellan: you are referring to a station in an independent world, outside of Rheinland. Thus, Rheinland Laws do not have effect onto the station you mentioned, and your point is not relevant to the matter at hand.

Rheinland Laws have always been disclosed to the public, and are there for a reason: to ensure the safety of others, and to allow citizens of the Empire to thrive. As strict as they may seem, they set everyone on the same level.

New Horizon Industries makes no exception: Rheinland Laws Section §7.9.4 will apply to Miningfacory Neuss, without possible negotiation. Any manufacturing modules will not be tolerated on the station if it is administrated by a foreign company. You have 6 days remaining to remove the modules from the facility. While we are open to foreign companies investing in our economy, we will not allow it to happen at the expanse of Rheinland companies.

As regards to the right to mine and sell aluminum ore in Frankfurt:

There are no laws regulating the sale of aluminum ore in Frankfurt. You are thus free to proceed with the sale of aluminum ore without any authorisation needed.

However, as per Rheinland Laws Section §3.2.2, Frankfurt mining fields are administered by Daumann Heavy Construction. I advise you reach out to them if you want to mine it in their mining field, as the company is responsible for the management of the area.
