Both you and Jien had them in parts of your posts 2 pages back (2 pages for me, I've got 40 a page). I'm just telling you not to factor that into your role play decisions.

I know they would detect presence coming from there, but they don't know if it originates there. For all the KNF/KSP know, GC and BD could be passing through Okinawa, rather than basing there.

I know how to base my Roleplay decisions, thank you. I had stated that they were basing there, which is a little different from saying they had a base there. Passing through, staging there, it's the same difference. The job of the military and police is to stop crime before it actually occurs. Meaning, one doesn't defend only Atika or Yokohama, but also patrol around it. Stopping the crime where it comes from (in this case, Okinawa) is a goal of all lawful forces. If you were the Police Commissioner and could eliminate crime before it happens, only by increasing presence or by catching people before the act was actually committed, would you? I think so, especially when it's in the space of a very friendly entity.

And the lane/gate was built because it was Kishiro, part of Kusari and with considerable political connections, especially concerning Honshu. GMG played a part in getting it, but it was mainly Kishiro that got it authorized.

Seeing as you seem to have forgotten, Samura is still a much larger part of the Kusari government than Kishiro. Kishiro is making strides, yes, but not enough to just out-muscle Samura into making the government do this, especially when you say yourself that Samura has interest in this system. Samura would jump on anything like this so that Kusari would, at least, get rights to safeguard the space.
