It's been a while since we last spoke, i hope you and your family is doing well.
I come today with a bit of a peculiar request, we're in need of some Oder class gunboats, four to be precise. They don't need to be new, as we are more then capable of repairing them ourselves.
I do not expect to get my hands on those for free, so we're offering 3 million per vessel. That should cover for any trouble.

it is my pleasure to hear from you in these interesting times. As it happens, your request is convenient for me in this time of relative peace and fleet disarmament. I believe that it will be possible to achieve what you require, but not without some careful accounting. I have been advised by legal experts employed by the Rheinwehr, and we have come up with a feasible solution.
In essence, I will desire Daumann to conduct disarmament trials for four of the Oder-classes in the Hausflotte. To acquiesce with my disarmament quotas, I will require only two vessels to be replaced, their lines to be laid in at Oder as soon as we secure mutual approval. In order for the disarmament to proceed smoothly, Daumann crews will be brought aboard the vessels and trained in their operation. Naturally, this will be for the purpose of conducting "end of life" trials, for which Military crews cannot be spared, not to mention their officer corps. Only the ship's experts will remain - the chief engineer, the galley crews and the like. It will be up to Daumann to find replacement personnel to run these vessels.
This is where we get to the heart of the matter. These trials will not have a fixed deadline. It is up to you, mein Herr, to ensure that any deadline put forward by an oversight committee continues getting pushed into the future. At this point, as long as the vessels don't engage in blatant combat actions within Rheinland space, our little conceit will be easily ignored under a mountain of routine reports.
If you are satisfied with these particulars, I believe we have an understanding, mein Herr. Pending your approval, I will begin inquiries into the registration of the vessels under Daumann transponders. Any material support for the fleet can be negotiated via our public neural net dropoff point, [RM]Finanzen.

This is quite a interesting arrangement, it would seem we can work within these frameworks. I have been assured that the funding has been sent to your preferred account, and as such, we could go forward with the program itself.

Standard docking protocols have been employed at The Ring. Once your people are ready, give the all-clear to the guard detail, and the matter will be left in your capable hands. Meanwhile, a report will be made to the defense ministry, reflecting new fleet strength parameters.
