Konichiwa venerable protectors of the Kusari people.

While I have no doubt you are well aware of who I am given your considerable connections, please allow me to introduce myself if only as a sign of respect.
I am Arakan Yukimura, a humble servant of Kusari and head of Kishiro Innovations, the branch of Kishiro Technologies responsible for research and development.

History has taught that Humanity will inevitably repeat its history, peace and war wax and wane like the tides on Honshu and while the sector has enjoyed relative peace for some time now, recent developments are cause for concern. Our great House has been at war with Gallia twice and conflict with Rheinland has not been sparce. Now we find that those two Houses are strengthening their ties even further, with the Rheinland emperor recently giving a speech in front of New Paris akin to, if you pardon my insolence, facsism.

While this in itself is already worrysome, add to this that ties with Liberty are once again becoming strained due to the dishonorable behavior of DSE in the recent findings of platinum in Galileo. Suffice to say we fear the sparks of conflict will rise again and this time potentially surround our honorable home from all sides.

As such the Kishiro board of directors has approved the development of a vessel to replace the current method of large scale mine deployment. It is our hope that by pursuing this project we will be able to contribute to our Navy's, and of course your own, efforts to protect any assets or routes deemed critical in a more effective way from outside threat.

Given the sensitivity of this endeavor we would like to request the involvement of the Kusari Office of Intelligence in an advisary role.

Most of the research and testing will be done from Kansei, though we are of course open to any suggestions you might provide.
