The defense budget of the Imperio has increased and a share has gone into a new line of Deterrence ships the Elders wish to have complete as soon as possible. As the production of the vessels is ongoing, we are gathering materials and bulding supplies to stockpile the shipyards with enough of it to meet demand.
As a protectorate of the Imperio, we have the obligation to ask you and we believe that this potential partnership could serve the interests of both parties. With the additional manpower provided by your people, you contribute significantly to this project. Thus this new army will be a force that will improve the defences in Omicron Theta, as well as handle this incursion of Rheinland vessels into the system.

I'm the Pontiff of the New Covenant Church, and leader of Faith Haven settlement, here at Planet Pygar. You and me haven't had the pleasure of meeting each other until now, although The Deterrence has already heard of us, as one of the signatories of the Treaty that made up the current protectorate status of Omicron Theta.
I understand the need to increase the Imperio's naval capacity to face the latest threats, and I'm aware that a more powerful Corsair fleet is in the interests of the Theta Zoners, for now. To be honest, I must acknowledge that the Imperio has rigorously complied with the obligations of the Treaty until date, and defended the lives of the inhabitants of Omicron Theta, especially in the latest invasion of the impious Nomad aberrations, few months ago. Therefore, in order to promote the peaceful relationship that we're recently trying to forge, I'm inclined to consider favorably your request for collaboration.
Faith Haven currently has a population of 13,500 inhabitants, but we've very few residents in working capacity who don't already have an essential position already assigned, considering that we've already sent some biodome technicians to help with the repairs at Freeport 9. After discussing it with my Minister of Industry, we believe we could offer a maximum of 250 available colonists to temporarily work in your shipyards, during the naval expansion effort. These workers don't come from jobs related to shipbuilding, but from the manufacturing and mining industries, so I understand that you will be responsible for training them properly. I know it's not much, but it's all we can offer, so if you need more I'm afraid you'll have to request it directly from the Planet Administration.
The working conditions of these people will be humane and civilized and it will be necessary that they enjoy a five-day permit every two months to return to Pygar and visit their families. They will be accompanied by two clerics of the Faith of Deux who will ensure the integrity of their souls and cover their spiritual needs, so it will be required that they be provided with a suitable place so that they can celebrate a religious ceremony every day.
Please understand me well, Mr. Konstantinou. These are voluntary workers, citizens of Pygar and members of the New Covenant Church, so I will not tolerate that they can be treated as prisoners or slaves, subjected to forced labor. If this happens, I'll have no choice but to withdraw my settlers from service and file a formal complaint with the Executor Don Francisco Javier de Creta.

You are mistaken if you view Pygar as your raw material appendage. Phoenix, none of our departments signed a cooperation agreement with you.
