What answer would you like? It wasn't restricted before, probably was never, thus it wouldn't be touched by the change. If it were to get reworked into a heavy frigate type ship then it'd be affected but that is a large if.
So, this change means that anyone who can get their hands on a Bulwark/Longhorn/Any future super frigates can use them with any ID with no technerf- Nice touch.

You'll need to do a bare minimum of roleplay to 'buy' Bulwarks - I don't think we've made any decisions on the other POB buildable ships like the Longhorn/Akenaten so we'll have to jump off that bridge when someone requests it. Chances are, commercially built haulers with no faction lore baggage being sold by the original faction that builds them will probably be an easy techcompat while the others will probably need an SRP

Surly those are self explanitory?
The Akenaten is a Liberty Navy Cruiser right? So anyone who has tech compatibility and allowed Cruisers in their ID's can surly use it- No hardship. The same as only Corsairs can use the Consul... This makes sense with no additional clarification required, no?
