It really is a shame we do not converse more often in these trying times, but I understand that we both have much to oversee within our organizations. Today, I am prepared to divulge a carefully cultivated intelligence sharing agreement of which you may not be aware. It concerns my response to the approach of an alleged Admiral from the organization known as The Order Overwatch.
You see, despite my growing relationship with your predecessor, I predicted that risk/reward calculation of our organizations would differ in unfortunate ways. Therefore, I was not prepared to jeopardize the potential advantage such a relationship could entail by divulging the exact nature of my communications with the above group. Now, the situation has developed sufficiently for me to decide that the risk is worth it, but VIPER is no longer to be found among the ranks of the MND. Be that as it may.
The question I put to you is this: are you prepared to risk personnel within the Order's sphere of influence, in exchange for gaining access to alien technology research? I can assure you that the answer is not as simple as it seems. My relationship with Admiral Solandros and later, the so called Colonel Narson seems to have developed sufficiently for minimal trust to be granted to Rheinwehr personnel. Now, I am choosing to spend this trust by offering your people this opportunity in place of mine.
I continue to believe in the strongest of terms that the alien threat remains the largest challenge for the continued survival of our House. Understanding and finding ways to counteract the aliens is the best way to meet this challenge. If you will not risk your people in this, I am prepared to risk mine - despite the reduced benefits of such a venture.
In order to assist you with making this decision, I am prepared to answer any and all questions you may have to the best of my ability. Naturally, everything I have said and will say is to be treated with the highest degree of secrecy. As we like to say, no amount gold in the colonies is as valuable as a man's silence. I am relying on you to share this value, regardless of your decision.

Your timing is quite impeccable - as we were preparing to inquire your office about reports concerning Order agents claiming to be in cooperation with the Military.
I trust that you will exercise caution with regards to cooperation with the Order, it is in their nature to vacillate between ingratiation and betrayal when they see advantage - a lesson that we have learned from the 806AS incident. While I am skeptical of their utility in combatting alien infiltration in a way that will not result in Order meddling in our politics for their gain, they could prove useful in serving our ends elsewhere. I am told that the Order has recently shifted towards hostility with regards to their former Corsair allies - a development which could prove quite useful.
If there is to be any understanding to be reached, I think it would be best for us to arrange for a talk with one of your contacts with the Order.
