There will be no political concerns from our side in this matter, the specifications of the Amaterasu-class are unique to it and neither Ionic nor our parent company has seen fit to attempt to compete with Samura's creation. We will treat the matter as it is required, as a high priority state security measure without any competitive games in the background.
I will admit that I allow myself some amusement at the prospect of shrouding an official state vessel of such prestige and deliberate presence in the invisibility cloak, but I understand state business can require discretion.
For the practical execution, we produce cloaking field generators of sufficient capacity to cover a vessel of this size and mass. Such devices however must be carefully programmed to the exact specifications of the vessel in question, however. Unless it is a mass-produced completely standardized craft within very precise tolerances, it will require fine-tuning. Obviously this is not the case with a one-of-a-kind capitol vessel, which I assume is why you are also requesting personnel assistance.
The configuration of the device will require access to some of what Samura might consider sensitive intellectual property schematics in regards to the vessel's exact construction. Your message caused a few sighs of relief here, worries about the project derailing into political turmoil were certain. We are relieved to know that Ionic Incorporated is on the same page with us and similarly to Samura Heavy Industries understands this project as more important than any battle over potential market shares. Further we are glad to know Kishiro Technologies and its most promising subsidiaries continue to impress and are ready to deliver even when facing unusual tasks on short-term notice.
As you correctly pointed out, the IKN-Reiwa is one-of-a-kind. This circumstance exists purely over the successful - admittedly lengthy - initial negotiations with Samura Heavy Industries to permit such extensive customizations in the first place. I can assure you that they were less than thrilled to know that Naval Forces and KOI personnel will effectively turn the vessel upside down, however they agreed to a sales contract permitting for "amendments to the vessel in any fashion the Imperial Diet sees fit, through any required means". Ionic Incorporated therefore does not need to bother with any legal implications otherwise held by the Kure engineering team providing your team with full access to the required schematics and details about the vessel.

The words "through any required means" are most encouraging, and I expect we can start work on programming the field generator within the day. There will naturally be a lot of curiosity about the craft, but I will try to keep my team restrained to the technical and practical aspects of the task.
For compensation, our standard rate for a cloaking field generator in this capacity classification is 13 000 000. The substantial customization work required is another matter, but it is the desire of the board to consider this against a government discount, and nullify the resulting equation. This is, as I am told to relay, with the understanding of a favourable record which may be taken into consideration in regards to other projects.
