[Server Config] Lib/Bret Corps and lawful weapons

Bug: Lib/Bret Corps can use the other's lawful weapons


Additional Information: Liberty and Bretonia corporations appear to have been missed when the Lib-Bret tech exchange ended in February. They can still use the other House's lawful weapons.

I had a look through techcompat.cfg for br_law and li_law. The only thing I found that involved a foreign corp of the other house was Interspace being allowed to use Bretonian guns, but they also have Liberty and Kusari lawful guns, so I'm going to leave them alone for now. File a specific bug if that's an issue. Otherwise this seems to have been fixed
