Tractor Beam gone?

I just downloaded the mod and started playing the single player (will start on the server soon). I just bought my first ship upgrade, a "Defender" Liberty Heavy Fighter. Suddenly I have no tractor beam and cannot seem to find one for sale. Anyone have suggestions?

Buy an ID. Any ID. The Civilian ID is available on every base for 500 credits.

Besides being an ID, every ID is also a tractor beam.
When buying another ship make sure you remember to transfer it.
